Chico State is excited to announce a new open access Read and Publish agreement with Oxford University Press (OUP), making it easier and more affordable for campus authors to share their research with the world.

This four-year agreement, signed in February 2025 by 20 of the 23 CSU campuses, allows Chico State faculty, researchers, and students to publish their articles open access in more than 500 OUP journals without paying an article processing charge (APC). This includes both fully open access journals and hybrid titles across a wide range of academic disciplines.

Some of the eligible journal titles include:

  • Genome Biology and Evolution

  • Global Studies Quarterly

  • Health Policy and Planning

  • Intelligent Transportation Infrastructure

Why Open Access Matters

Publishing open access increases the visibility, accessibility, and impact of your research. According to data from Oxford University Press, open access articles published in February 2024 had a 60% higher altmetric score and a 43% higher citation count compared to articles behind a paywall.

This agreement is part of a broader effort by the CSU and Meriam Library to support equitable access to knowledge and reduce financial barriers to publishing. In addition to Oxford University Press, Chico State also has open access publishing agreements with:

  • Elsevier

  • The American Chemical Society

  • The Company of Biologists
